When Robert Louis Toomey was born on 23 August 1925, in Portland, Cumberland County, Maine, his father, John Francis Toomey, was 32 and his mother, Sarah Elizabeth McDonough, was 29. He married Rosemarie Hineman on 2 June 1951, in Maine. They were the parents of at least three sons. He lived in South Portland, Maine, in 1940. He died on 14 December 2020, in Prescott, Yavapai County, Arizona, at the age of 95, and was buried in Prescott National Cemetery, Prescott, Arizona
